A Carter County grand jury indicted 15 people Nov. 6 in connection to charges including trafficking in a controlled substance, burglary and flagrant non-support of a child.

Among the indictments were five Ohio residents charged with engaging in organized crime Aug. 26, while in Carter County.

In count one, Timothy D. Gouch, 27, Robert R. Ruhe, 30, both of Columbus, Nicholas A Lyons, 26, of Grove City, Amanda L. Catterson, 24, of Marysville and 22-year-old Tracy L. Montgomery, also of Columbus are charged with participating in criminal syndicate and conspiring to promote and engage in illegal trafficking in a controlled substance, a Class B felony.

In count two, the five defendants are charged with first-degree trafficking in the controlled substance oxycodone, a Class A misdemeanor.

In the third charge, Lyons allegedly was caught in possession of marijuana and in count four Gouch is charged with first-degree trafficking in oxycodone, his first offense.

In count five of the indictment, Gouch also is charged with first-degree trafficking in the controlled substance morphine. In the sixth charge against Gouch he is accused of trafficking in the controlled substance Xanax.

A grand jury indictment is a formal accusation of a crime and does not establish guilt.

Other indictments include:

¥ Bobbiray Smith, 20, of the 100 block of Gilbert Road in Grayson, one charge of first-degree burglary when he allegedly Jan. 12 entered unlawfully the home of Michael and Freda Williams and stealing a handgun, a Class B felony.

¥ Steven Porter, 25, of the 900 block of Claycamp Road in Grayson, one charge of public intoxication March 31, a Class B misdemeanor, and one charge of first-degree trafficking in the controlled substance oxycodone, Class C felony.

¥ Dustin Reid, 29, of the 1600 block of Highway 1444 in Grayson, one charge of public intoxication Aug. 6 when he was allegedly under the influence of a controlled substance in a public place, Class B misdemeanor; one charge of second-degree burglary when he Aug. 6 allegedly burglarized the home of Charles Ratliff, Class C felony; one charge of theft by unlawful taking over $300 when he allegedly stole a stereo valued less than $5000 from a vehicle owned by Charles Ratliff, Class A misdemeanor; one charge of theft by unlawful taking under $300 when he allegedly stole $32 from a billfold belonging to Mr. Ratliff, Class A misdemeanor, and one charge in theft of a controlled substance when he Aug. 6 was accused of stealing oxycodone from Mr. Ratliff, a Class D felony.

¥ Timmy D. Goodan, 35, the 50 block of Bego Lane of Olive Hill, one charge of theft by unlawful taking over $300 when he was charged Dec. 15, 2008 with taking tools valued at $1,200 from Cheryl Johnson, a Class D felony.

¥ Sylvia Barker, 24, of the 600 block of Robert and Mary Avenue in Grayson, one charge of theft by unlawful taking over $300 when she allegedly Feb. 25 stole a laptop from Debbie Harris that was valued at more than $1,200, a Class D felony.

¥ Traci Moore, 24, the 200 block of North Anglin Branch, one charge of second-degree possession of a forged check when he Dec. 1, 2008 forged a check in the amount of $80 drawn on the Commercial Bank of Grayson, a Class D felony.

¥ Kevin Ray Douglass, 41, of the 800 block of Douglas Hollow, one charged of second-degree forgery when he Aug. 17 fraudulently made and completed a check belonging to his sister Anna Douglas, drawn on the Commercial Bank of Grayson, a Class D felony; one charge of illegal possession of marijuana, a Class A misdemeanor; one charge of possession of drug paraphernalia when he allegedly was caught Aug. 17 with a straw that is used for dispensing and ingesting controlled substances, his first offense and a Class A misdemeanor; and one charge of first-degree possession of oxycodone, first offense, Class D felony.

¥ Donnie Dewees, 30, inmate at the Carter County Detention Center, one charge of flagrant non-support of his child Hannah in the amount of $4,841, a Class D felony; one charge of flagrant non-support of his two children Brittany and Courtlynn in the amount of $14,690, Class D felony.

¥ Brent Conn, 35, the 3000 block of Highway 1626 in Olive Hill, one charge of flagrant non-support of his child Joslyn in the amount of $12,541, Class D felony.

¥ Robin Sumpter, aka Robin Holbrook, 35, of the 400 block of Harrods Wood in Frankfort, one charge of flagrant non-support of her two children Aaron and Ralph in the amount of $26,205, Class D felony.



Carter County residents indicted in Greenup and Boyd

An Olive Hill man and a Grayson man were among recent indicted handed down by a Greenup County Grand Jury.

Randall D. Offill, 28, of Olive Hill was indicted on one count of first-degree and one count of second-degree trafficking in drugs.

Dustin S. Martin, 23, of Grayson was indicted on one count of first-degree burglary.

Three Grayson men were recently indicted by a Boyd County Grand Jury.

Jared T. Adams, 21, of Grayson was indicted on one count of receiving stolen property.

Jeffrey K. Robinson, 22, of Grayson was indicted on one count of criminal possession of a forged instrument.

Richard S. Pauley, 25, of Grayson was indicted for driving under the influence, wanton endangerment, two count of fleeing or evading police, reckless driving and charged as a persistent felony offender.

An indictment does not prove guilt.
