Former mayor among 56 indictments

Feb. 20, 2013 — Olive Hill’s former mayor was among 56 indictments handed down by a Carter County grand jury on Feb. 8.

Danny Sparks, 56, of Olive Hill, was indicted on one count of trafficking marijuana, a Schedule I controlled substance, within 1,000 yards of a school, a Class D felony.

Sparks was arrested Nov. 28 near Olive Hill Elementary School after an investigation by the FIVCO Area Drug Enforcement (FADE) task force. He resigned shortly after his arrest and was replaced by long-time City Council member Kenny Fankell.

FADE testimony also led to 28 other indictments, including the following:

Billy Barker, 48, of Grayson, one count of first degree trafficking in a Schedule II controlled substance, a Class C felony.

Della Boggs, 20, of Grayson, one count of second degree trafficking in a Schedule II controlled substance, a Class D felony.

Bonnie Butler, 34, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Brent Carter, 23, of Olive Hill, two counts of first degree trafficking in a Schedule II controlled substance, both Class D felonies.

Adam Davis, 28, of Rush, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Julie Dailey, 24, of Grayson, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

John Fleming, 31, of Grayson, two counts of first degree trafficking in a Schedule II controlled substance, both Class D felonies.

Robert Griffith, 60, of Grayson, two counts of first degree trafficking in a Schedule II controlled substance, both Class D felonies.

Matthew Grubb, 27, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Lonnie Henderson, 54, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Michael Holbrook, 53, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Janet King, 32, of Olive Hill, on one count of possession of a firearm by a convicted felon, a Class C felony.

Carla Kiser, 45, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Mitchell Layne, 50, Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Beverly Lawson, 54, of Grayson, one count of fleeing or evading police and two counts of wanton endangerment, all Class D felonies.

Anthony Little, 28, of Grayson, one count of first degree fleeing or evading police, a Class D felony.

Andrea Lockhart, 27, of Grayson, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Stanley Middleton, 57, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Kalo Price, 29, of Grayson, three counts of trafficking in a Schedule II controlled substance, all Class D felonies.

Odaneil Robinson, 24, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Hershel Salterfield, 34, of Greenup, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Debbie Spillman, 34, of Grayson, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Eric Starostka, 27, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance and one count of second degree trafficking in a Schedule II controlled substance, both Class D felonies.

Terry Thedford, 50, of Grayson, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony.

Mona and Jack Carroll, both 52, of Grayson, two counts of first degree trafficking in a Schedule II controlled substance, both Class D felonies.

Charles Ryland, 66 and Jo Manda McDavid, 30, both of Grayson, two counts of first degree trafficking in a Schedule II controlled substance, both Class D felonies.

Also indicted were:

Michael Whitley, 41, of Sandy Hook, one count of possession of a controlled substance, a Class D felony, one count of third degree possession of a controlled substance and operating a motor vehicle while under the influence while having two prior convictions for the same offense in the last five years, both Class A misdemeanors.

Clyde A. Logan, 43, of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance, a Class D felony and one count of third degree trafficking in a Schedule IV controlled substance, a Class A misdemeanor.

Fleming Logan, Jr., 48, of Vanceburg, one count of violation of sex offender registration act, a Class D felony.

Jeffrey Perry, one count of theft by unlawful taking, a Class D felony.

Shane Haney, 26, and Jonathan Sexton, 49, both of Grayson, one count of receiving stolen property, a Class D felony.

Ryan Myers, 19, of Grayson, two counts of second degree burglary, both Class C felonies.

Beth Ann Gee, 41, of Grayson, one count of theft by unlawful taking, a Class D felony.

Mary Meyer, 28, of Flatwoods, one count of manufacturing methamphetamine, a Class B felony.

Natasha Parsons, 23, of Olive Hill, one count of tampering with physical evidence, a Class D felony.

Sarah Terry, 31, of Olive Hill, one count of identity theft, a Class D felony.

Parsons, Terry, Timmy Oakley, 48, Eric Barker, 36, Phillip Johnson, 27, and Krista Binion, 32, all of Olive Hill, one count of manufacturing methamphetamine, a Class B felony.

Kayla Duncan, 25, and Dwayne Duncan, 44, both of Olive Hill, one count of theft by unlawful taking, a Class D felony.

Susan R. Brown, 38, and Joey L. Brown, 33, both of Olive Hill, one count of first degree trafficking in a Schedule II controlled substance.

Phillip Zornes, 23, and Ashley Dailey, 23, both of Olive Hill, two counts of second degree forgery, both Class D felonies.

John Rogers, 52, of Olive Hill, two counts of theft by unlawful taking, a Class D felony.

Anthony Garvin, 23, of Olive Hill, one count of theft by unlawful taking, a Class D felony.

Larry Maddix, 35, of Xenia, Ohio, one count of failure to comply with sex offender registration act, a Class D felony.

Brian Kiser, 41, of Olive Hill, one count of first degree fleeing or evading police, a Class D felony.

Morris Jason Eden, 31, of Ashland, one count of theft by unlawful taking, first degree wanton endangerment, and one count of fleeing or evading police, all Class D felonies.

Jack Binion, 33, Olive Hill, one count of first degree trafficking in a controlled substance, a Class D felony; manufacturing methamphetamine, a Class A felony; and possession of a handgun by a convicted felon, a Class C felony.

The indictment of a person by a grand jury is an accusation only and that person is presumed innocent until proven guilty.
