32 years of public service: a profile of Charlie Kiser Jr.

Feb. 12, 2014 — The man who held elective office in Carter County for the most consecutive years has hung up his hat.

Charlie Kiser Jr. took over the office of property value administrator in December 1981. On Jan. 31, Kiser retired from the PVA office and his daughter, Leslie, was appointed to replace him. She also is the only candidate for the position this year.

“Back then I was working with my dad in the tax office,” Kiser said. “Several people asked me to run for the office. I thought, why not?”

Kiser said the PVA position paid just $12,000 a year when he took office.

“Which was almost ridiculous at the time – of course – it pays better now,” he said. “State jobs don't pay well but they have good retirement. And the insurance was good. It was close to home. There were a lot of good things about being PVA.”

So he stayed in the position and was only opposed in two races.

Kiser said he decided it was time to retire out of consideration for his wife of 49 years, Judy.

“I think I have the best wife who ever lived,” he said. “I thank God every day that I was so lucky. I have three good kids and six good grandkids.”

Kiser worked at the Levisay Motors when he met his wife, who lived across the street.

“We were both always around and she was a real pretty girl,” Kiser said, pointing to a photo of a young smiling Judy that hangs behind his desk. “I thought she was a beautiful woman then and she still is!”

Kiser still works about 15 hours a day, seven days a week during tax season. But once the tax filing deadline passes, he plans to spend more time at home.

“You won't notice any changes at the PVA office,” he said. “Leslie has been practically running it for years.”

Kiser said he is proud of the modernization of the PVA office and is looking forward to time off.

“A lot has changed,” Kiser said of his last three decades of service. “But it goes so gradually you don't even notice.”
