17 indicted by Carter grand jury

May 20, 2009 — A Carter County grand jury handed down 17 indictments May 4 on charges including drug trafficking, kidnapping and impersonating a police officer.

Jovan S. Parks, 27, and 27-year-old Charles K. Morrison’s charges are in connection to an incident Feb. 12 when both men allegedly pretended to be law enforcement officers with FADE.

According to the indictment, Parks, of the 1200 block of Beth Ann Drive and Morrison, of the 100 block of south Hord Street, Grayson, entered the home of Chasity Griffith with the intent to commit burglary. Once inside the home, Parks and Morrison allegedly kidnapped Griffith and Jose Luna. During the burglary, Parks and Morrison threatened and used physical force with a deadly weapon causing physical injury to Jose Luna.

Both men are charged with one count of impersonating a police office, Class D felony; two counts of kidnapping, Class B felony; one count of first-degree burglary, Class B felony, and one count of first-degree robbery a Class B felony.

A grand jury indictment is formal accusation of a crime and does not establish guilt.

The other indictments include:

• Tina Blevins, 25, the 1000 block of Stan Branch, Grayson, one charge of first-degree trafficking Nov. 10, 2008 in a controlled substance, oxycodone, first offense, Class C felony; and one charge of first-degree trafficking Nov. 16, 2008 in a controlled substance, oxycodone, first offense, Class C felony.

• Jamie Petty, 18, of the 300 block of Jaybird Lane, one charge of second-degree burglary Feb. 3 when he allegedly burglarized the home of Thomas White, Class C felony.

• Connie James, 63, Railroad Street, Olive Hill, one count of first-degree trafficking Oct. 30, 2007 in a controlled substance, oxycodone, first offense, Class C felony.

• Christopher Smith, the 200 block of Woodland Drive, Grayson, one charge of first-degree trafficking Jan. 14 in a controlled substance, oxycodone, first offense, Class C felony.

• David Ray Maggard, 35, Powell Hollow, Hitchins, one charge of first-degree trafficking Oct. 17, 2008 in a controlled substance, oxycodone, first offense, Class C felony; one charge of first-degree trafficking Oct. 24, 2008 in a controlled substance, oxycodone, first offense, Class C felony.

• Michael Earnest Pennington, 42, 500 block of Sunset Hill, Grayson, one charge of first-degree trafficking Oct. 24, 2008 in a controlled substance, oxycodone, first offense, Class C felony.

• Laura Robinette, 27, 300 block of Peach Street, Grayson, one charge of second-degree criminal possession of a forged instrument Aug. 8, 2008 when she allegedly possessed a check in the amount of $750 drawn on the Farmer’s Bank and Trust.

• Allan J. Murphy, 23, 500 block of Litteral Lane, Argillite, one charge of first-degree wanton endangerment when he allegedly March 14 was operating a motor vehicle at excessive speed and extreme recklessness behavior creating a situation where there was substantial danger or death or serious physical injury to himself and a passenger in his automobile, Class D felony; one charge of theft by unlawful taking under $300 when he March 14 denied paying for food at the Huddle House in Grayson in the amount of $300, Class A misdemeanor; and one charge of first-degree fleeing or evading police when he March 14 evaded Sheriff Deputy Paul Meek while operating a motor vehicle with excessive speed creating substantial serious physical injury to himself and a passenger in his vehicle, Class D felony.

• Debra Kiser, 25, 200 block of Hillman Hollow, Olive Hill, one charge of second-degree criminal possession of a forged instrument July 24, 2008 when she was allegedly in possession of a check in the amount of $150 drawn on First National Bank, Class D felony.

• Minnie Tolliver, 43, 100 block of Cannberry Hollow, Grayson, one charge of operating a motor vehicle Feb. 13 while allegedly under the influence of drugs or alcohol, first offense, Class B misdemeanor; one charge of having a controlled substance not in the original container Feb. 23, Class B misdemeanor and one charge of first-degree trafficking in a controlled substance Feb. 23 when she allegedly possessed percocet with the intent to sell, first offense, Class C felony.

• Derek Lynch, 31, 200 block of Kentucky Avenue, Junction City, one charge of second-degree forgery Sept. 11, 2008 when he allegedly altered the amount of a checked issued to Jessica White on the Cumberland Bank in Grayson.

• Mark Cox, 42, 200 block of Twilight Drive, Olive Hill, one charge of first-degree possession of a controlled substance Jan. 24, oxycodone, first offense, Class D felony; one charge of third-degree possession of a controlled substance Jan. 24, xanex, first offense, Class A misdemeanor; one charge of possession of drug paraphernalia when he allegedly was in possession Jan. 24 of a metal container to store controlled substance in, Class A misdemeanor.

• Jack M. Hall, 29, 500 block of Tygart Street, Olive Hill. The first indictment has one charge of operating a motor vehicle March 12 while on a DUI suspended license, second offense in five years; one charge of operating a motor vehicle while under the influence of drugs or alcohol March 12, fourth offense in five years, Class D felony. The second indictment against Hall involved in charge of first-degree trafficking in a controlled substance Jan. 12, oxycodone, first offense, Class C felony; one charge third-degree trafficking in a controlled substance, xanex, first offense, Class A misdemeanor.

• Earl David Fryer, 46, 200 block of Fryer Hollow, Grayson, one charge of first-degree trafficking in a conrolled substance Jan. 25, oxycodone, first offense, Class C felony; one charge of tampering with physical evidence Jan. 25 when he allegedly concealed oxycodone knowing such evidence would be used in a official proceeding, Class D felony; charge of second-degree fleeing and evading police when he Jan. 25 ran on foot from FADE Detective Roy Ison and Grayson Police Chief Ed Ginter and officer Jason Hall, Class A misdemeanor.

• Aaron W. Kilgore, 24, 1400 block of Rose Ridge Drive, Olive Hill, one charge of tampering with physical evidence when he Feb. 14 allegedly destroyed and removed a cell phone which was physical evidence in a theft, Class D felony; one charge of theft by unlawful taking under $300 when he Feb. 14 allegedly took a cell phone and a pack of cigarettes valued less than $330 from another person, Class A misdemeanor; one charge of first-degree promoting contraband when he Feb. 14 allegedly carried a cell phone and dangerous contraband into the Carter County Detention Center, Class D felony.
