The Kentucky State Police have released details about the arrests of two Carter County men on charges related to the sexual abuse of children.
Christopher Ray Shafer, 40, of Grayson, was arrested Saturday night and charged with first degree sodomy, first degree sexual abuse of a minor and second degree unlawful transaction with a minor.
James D. Withrow, 56, of Hitchins, was arrested Monday afternoon and charged with first degree sodomy and first degree sexual abuse of a child under 12 years old.
According to a KSP press release, authorities received a report of sexual abuse involving a fourteen year old female. The initial report stated Shaffer provided three juvenile females with alcohol and illegal drugs then sexually abused one of the females. It was reported the abuse occurred at a residence on Damron Mayo Road in Carter County.
No information about the relationship between Shaffer and the juveniles in order to protect the victim's identity.
An interview was conducted with Shaffer and it was revealed that sexual contact (touching in a sexual manner) had occurred between Shaffer and the fourteen year old female juvenile. During the course of the investigation it was determined Shaffer had provided illegal drugs and alcohol to the victim and two additional juvenile females.
Withrow was arrested after authorities received a report of sexual abuse to a female juvenile, who at the time of the abuse was under 12 years of age.
KSP received a report on Sept. 5 of sexual abuse involving a four year old female. The initial report stated the juvenile had been sexually abused by Withrow at a residence on Clay Camp in Carter County. When the abuse allegedly occurred the juvenile’s parents were acquaintances with Withrow.
Withrow was interviewed on Sept. 10and it was revealed that sexual contact (touching in a sexual manner) had occurred between Mr. Withrow and the female juvenile.
Withrow was indicted on the charges Oct. 25 by a Carter County grand jury, according to KSP.
