UPike compromise passes House

March 14, 2012 — A drastically-revised House Bill 260 cleared the Kentucky House late Tuesday on a vote of 89-7.

Instead of converting the University of Pikeville (UPike) into a state institution, the bill creates a scholarship program financed with multi-county coal severance tax funds.

The grants would go to students from 16 coal-producing counties who are completing bachelor’s degrees at colleges and universities in the coalfields region.

An amendment sponsored by House Majority Floor Leader Rocky Adkins also allows those students to accept smaller grants for special degree programs at other institutions which are not available in the 16 counties.

HB 260 now moves to the Senate where its fate is uncertain.
