Fiscal Court contracts with Rowan animal shelter

May 7, 2014 — Carter County's stray animals will now be taken to Rowan County's shelter.

A contact with Rowan was approved by the Carter Fiscal Court last Wednesday during a special meeting.

After much discussion, the Court approved the contract for $500 per month and $1 per animal per day.

Magistrate Clifford Roe voted against the motion to accept the contract, saying he wanted more time to look over it.

“How many days do they keep a dog before they dispose of it,” Roe asked.

No one answered his query. The contract was not read during the meeting.

The contract with Rowan County's animal shelter is for one year.

In other business, Fiscal Court approved a claim of $3,298 for concrete bridge repair.

The Court also amended the administrative code to show that magistrates would receive single plan payment on health insurance which is provided by the county.

Also passed was first reading of the 2014-15 budget. No discussion was conducted on the draft document but magistrates said they would have questions prepared before the next meeting.

Major differences from the 2013-14 budget include a $100,000 projected increase in real estate property tax revenue.

Judge-Executive Charles Wallace said that was due to many property owners not making payments previously.

In total, Wallace expects $141,000 in additional revenue during 2014-15.

Wallace also pointed out that county employees would receive a five percent pay increase if the plan is passed.

The regular monthly meeting of the Carter Fiscal Court is scheduled Tuesday, May 20, which is primary election day.
