April 17, 2013 — In a split vote at Tuesday night’s regular monthly meeting, the Olive Hill City Council passed the second reading of an ordinance that reclassifies the City Clerk’s pay grade and job duties.
Passing by a slim 3-2 margin, the ordinance limits the powers of the City Clerk to only those duties specifically defined in KRS 83A.085 and strips the position of all utility office duties and personnel management authority.
The City Clerk and City Treasurer positions will also be separated, which means that that, for the time being, the Treasurer position will be vacant.
Concerns about a potential disruption in city government operations were voiced by Council members and several individuals in attendance. Mayor Kenny Fankell also expressed similar reservations.
“I feel that reclassification of both the Clerk and the Treasurer positions should have happened at the same time in order to prevent a possible disruption in city operations. To do one at a time, I’m afraid it could put us in a possible hardship,” Fankell said.
Council member Glenn Meade, however, stated that there would be no interruption in city operations and that financial transactions would be able to be carried out as normal.
“All of the duties that fall to the City Treasurer are able to be handled by the Asst. City Treasurer in the interim,” Meade said.
City Clerk Cheri James declined comment after the meeting.
The ordinance will take effect upon its publication in the Journal-Times.
In other business, the Council also approved a joint financing plan with E.L. Robinson Engineering, Inc. to begin work on a newly designed water backwash filtration system.
The original system designed by the firm failed initial testing.
Under the agreement, the City of Olive Hill will pay $15,000 of the construction costs and E.L. Robinson will cover the rest.
The next regular meeting of the Olive Hill City Council is scheduled for 6:00 p.m. on Tuesday, May 21 at the Senior Community Center.
